Reporting and Emissions Testing: Resolving a DMV Registration Hold

If your vehicle has a registration hold with the DMV but shows as compliant in the CTC-VIS system, follow these steps to complete your registration:

  • Allow Processing Time: Wait three business days after your compliance certificate is generated for processing before contacting the DMV.

  • Follow Up with DMV: You can visit a local DMV or industry partner office using the DMV Anytime tool here, or handle many transactions online via the DMV Virtual Office here.

  • Electronic VIN Updates: CARB sends compliant VINs to the DMV every night. Ensure your VIN is listed as compliant in the CTC-VIS before contacting the DMV.

  • If Issues Persist: If the DMV still shows your vehicle as noncompliant despite CARB compliance, email hdim@arb.ca.gov for assistance.
